The Environmental Mitigation Program was established to provide for large-scale acquisition and management of critical habitat areas and to create a reliable approach for funding required mitigation for future transportation improvements thereby reducing future costs and accelerating project delivery. Purchase of mitigation lands in advance of need will result in cost savings. In addition to the early acquisition of land, the EMP will provide funds for regional management and monitoring to maintain the biological value of conserved habitat lands.
